How to Choose a Local Moving Company in California
California regulates local moves, the license is public, and three specific documents are required by law. A written estimate is only valid after an inspection, verbal and internet estimates are not enforceable, and every mover must give you a Not to Exceed price. Here is how to verify any company in about five minutes — including us.
Why this is a checklist, not a ranking
We are a moving company. A list of "the best local movers" published by us would tell you about our marketing, not about the market.
What is genuinely useful is that California regulates local moves, the license is public, and three specific documents are required by law. You can verify any mover in about five minutes, including us.

Requirements from the California Bureau of Household Goods and Services.
Local is regulated differently from interstate
This trips people up, because most moving advice online is written about interstate moves.

Do not apply interstate rules to a local move. The 60-cents-per-pound figure you read about is a federal interstate standard. It is not automatically what applies to a move from Oakland to San Jose.
Step one: verify the license
- Ask for the company’s license detailsA mover operating legally in California is licensed and regulated by the BHGS. A company that will not give you the number is answering the question.

- Match the trading nameIf the estimate, the website, and the license show three different names, ask why before you pay anything.
Step two: the estimate
California is unusually specific here, and it is in your favour.
- A moving company must provide a written estimate only after inspecting the goods.
- The BHGS states plainly that verbal estimates, or estimates given over the internet, are illegal and may not be enforceable.
- The company must give you a "Not to Exceed" price.
A starting quote and a written estimate are not the same thing. A fast number over the phone or online is a starting point for planning — useful, and not enforceable. The written estimate comes after a video walkthrough or an onsite inspection. Any mover that treats the first number as final is doing it wrong, and any mover that never inspects is doing it wrong twice.
Step three: the documents
If you hire a mover at least three days in advance, California requires three documents. Ask for them by name.

A mover who hands you all three without being asked is telling you something good. A mover who has never heard of them is telling you something else.
Understanding an hourly price
Most local moves are hourly, and the hourly rate on its own is close to meaningless. What matters is what comes with it.
- How many movers, and how many trucks, at that rate?
- Is there a minimum number of hours?
- How is time billed — in 15-minute increments, half hours, or full hours?
- How is travel time charged?
- Are blankets, wrapping, dollies and basic protection included, or extra?
- Is furniture disassembly and reassembly included?
- What is the Not to Exceed figure?
- What would count as a change of scope, and how does it get approved?
Two quotes at "$150 an hour" and "$175 an hour" are not comparable until you know the crew size and what is included. A cheaper rate with two fewer movers is not cheaper.
Warning signs
- A firm price with no inspection. In California this is not a valid written estimate.
- A large cash deposit demanded up front, or payment by wire only.
- No license number, or one that does not check out on the BHGS search.
- No physical address, or a generic company name with no verifiable presence.
- Paperwork produced only on move day, with pressure to sign.
- The crew is different from the company you booked. Ask upfront whether the work is subcontracted.
- A price far below every other quote. The gap reappears as extra hours.
Ten questions to ask any local mover
- What is your BHGS license number?
- Are the movers your employees, or is the work subcontracted?
- Will you inspect the goods before giving a written estimate?
- What is the Not to Exceed price?
- What is the crew size and truck size at the quoted rate?
- Is there a minimum, and how is travel time billed?
- What protection and equipment is included?
- How are stairs, long carries, and elevator waits handled in the price?
- What liability applies to my move, and what is in the documents?
- Who is my point of contact, and who runs the crew on the day?
Ask three companies the same ten questions and the differences stop being about the headline rate.

- A booking deposit reserves the move and is stated in the booking documents. Eligible customers can divide an approved amount into four payments through the installment service; the provider determines eligibility and the amount after registration, generally $600 to $4,000.

How do I check if a California mover is licensed?

Is a phone quote binding in California?
No. The BHGS states that verbal or internet estimates are illegal and may not be enforceable. A valid written estimate follows an inspection.
What is a Not to Exceed price?
A ceiling. California requires movers to give one, so you know the maximum before the work starts.
Should I pay a deposit?
A booking deposit is normal. A large up-front payment, or a demand for cash or wire, is not.
How long does a local move take?
Access decides it, not distance. A studio with elevator access can be faster than a one-bedroom up three flights.
Do local moves have the 60-cents-per-pound rule?
